IRCC has begun implementing new regulations regarding their Upfront Immigration Medical Exams (IME), requiring Express Entry applicants to submit the IME along with their Permanent Residency application.

Previously, applicants were required to complete the IME only after submitting their PR application. However, there are still certain requirements—such as having completed an IME within the last five years—that may grant applicants an exemption.
To qualify for this exemption, an Express Entry application must meet all of the following conditions:
They currently reside in Canada.
The applicant completed an IME within the last five years.
Their previous IME determined that they posed little to no risk to the public health and safety of Canada.
IRCC has also announced for applicants who have received their invitation to apply (ITA) for PR to complete their IME. With a 12-month validity period, IMEs must be completed by the applicant and all immediate family members, including spouse or partner, dependent children, and their dependents, even if they are not accompanying the applicant to Canada.
How to include your IME results in your PR application?
After completing your IME, the panel physician will provide you with either an information printout or the IMM 1017B Upfront Medical Report form. When submitting your application online, you’ll need to upload one of these documents in the Express Entry Profile Builder as proof of your completed medical exam, fulfilling the newly updated requirements for your PR application.
