Starting November 19, 2025, Quebec will end the PEQ permanent residence program for individuals in the Temporary Foreign Worker Program (TFWP) and international graduates.

From now on, the Skilled Worker Program (PSTQ) will be the main pathway to permanent residence in Quebec.
Applicants must show financial stability, knowledge of Quebec’s core values, and a genuine intention to settle in the province.

Both streams under the PEQ have been paused since October 31, 2024. The suspension of these sectors was presumably until June 30, 2025, however it was extended until November 30, 2025.

The province has also announced that its three permanent immigration pilot programs will end on January 1, 2026, as planned.

These are:

  • Permanent immigration pilot program for workers in food processing
  • Permanent immigration pilot program for orderlies
  • Permanent immigration pilot program for workers in the artificial intelligence, information technologies and visual effects sectors

Nonetheless, applications submitted before November 19, 2025 will still be processed.
