Immigration, Refugees and Citizenship Canada (IRCC) has increased the number of Invitations to Apply (ITAs) issued through the Express Entry system.

In the latest Provincial Nominee Program (PNP) draw, 421 candidates received ITAs.

To qualify for this round, candidates were required to:

  • Have a minimum Comprehensive Ranking System (CRS) score of 727; and
  • Submit their Express Entry profile before 5:11 p.m. Universal Coordinated Time (UTC) on September 9, 2024.

As of now, IRCC has issued a total of 31,929 Invitations to Apply (ITAs) through the Express Entry system in 2025.

The latest draw on April 28 marks the second PNP-focused draw this month, following the one held on April 14. Notably, April 2025 has only seen PNP draws, with no invitations issued for other Express Entry categories so far.

This pattern is significant for Canadian Experience Class (CEC) candidates, who last had a draw on February 5, 2025. Besides French-language proficiency draws, IRCC has not yet conducted any other category-based selection for its priority groups this year.

Despite the current PNP focus, IRCC has reaffirmed its commitment to prioritizing applications from CEC candidates and individuals eligible under its Express Entry priority categories throughout 2025.

Under the 2025–2027 Immigration Levels Plan, Canada aims to welcome 395,000 new permanent residents in 2025. Of these, 232,150 are expected to immigrate through economic programs, including Express Entry.

Family Inclusion in Express Entry Applications

If you are invited to apply and successfully obtain permanent residence through Express Entry, you can include your immediate family members:

  • Spouse or common-law partner
  • Dependent children
  • Dependent children of your spouse/partner
  • Dependent children of your dependent children

Who qualifies as a dependent child?

  • Under 22 years old and unmarried/not in a common-law relationship; or
  • 22 or older and financially dependent on parents since before the age of 22 due to a physical or mental condition.

Additionally, Canadian permanent residents and citizens may sponsor their parents and grandparents through Canada’s Parents and Grandparents Program (PGP), or invite them to visit under the Super Visa program.
