
The Government of Quebec has officially reached its cap for family sponsorship undertakings for spouses, common-law partners, conjugal partners, and dependent children aged 18 or older. What You Need to Know
- Applications received after the cap will be returned unprocessed, and application fees will be refunded.
- This moratorium will remain in effect until June 25, 2026.
- The decision follows Quebec’s previously announced two-year cap of 13,000 applications, introduced on June 26, 2024.
Breakdown of the Cap:
- 10,400 spots allocated for:
▸ Spouses
▸ Common-law partners
▸ Conjugal partners
▸ Dependent children aged 18 or older - 2,600 spots allocated for:
▸ Parents, grandparents, and other relatives
As of July 9, 2025, the 10,400 allocation has been filled. However, applications for parents, grandparents, and other relatives are still being accepted, as that portion of the cap has not yet been met.
Exceptions
- You can still sponsor dependent children under 18.
- Applications for adult children with disabilities are not affected.
- This cap does not impact the addition of dependents to an already submitted application.
Why Is This Happening?
Quebec has a unique immigration system that operates independently from federal processes. In order to sponsor a family member, Quebec residents must sign a Quebec-specific undertaking and receive approval from MIFI (Ministère de l’Immigration, de la Francisation et de l’Intégration). Once approved, a Quebec Selection Certificate (CSQ) is issued—an essential step before permanent residence is granted.
This move is part of the province’s efforts to manage immigration levels in line with its capacity and priorities.
