Manitoba continues to welcome skilled foreign workers through its Provincial Nominee Program (PNP), with a recent draw targeting overseas talent. Manitoba Provincial Nominee Program (MPNP) – Parisa Erfani
On June 12, 2025, the Manitoba Provincial Nominee Program (MPNP) issued 36 Letters of Advice to Apply (LAAs) under the Skilled Worker Overseas stream. This draw focused exclusively on candidates selected through strategic recruitment initiatives, a pathway designed to connect Manitoba employers with qualified foreign professionals.
Key Highlights from the Draw:
- Total invitations: 36
- Minimum score required: 613 (for the lowest-ranked candidate)
- Express Entry-linked profiles: 5 candidates had valid Express Entry profile numbers and job seeker validation codes
Only candidates who had submitted an Expression of Interest (EOI) and were invited directly by the MPNP under a strategic recruitment initiative were considered in this draw.
What Is Manitoba’s Strategic Recruitment Initiative?
Manitoba’s strategic recruitment initiative is a targeted effort to help employers fill labour shortages by hiring skilled foreign workers for in-demand roles. To participate, employers must:
- Meet specific eligibility criteria related to the job and candidate
- Follow the province’s ABC Recruitment Process
- Receive approval from Manitoba’s Employer Services before submitting a foreign candidate’s details
Candidates, in turn, must meet stream-specific eligibility criteria, including requirements related to:
- Age
- Education
- Work experience
- Language proficiency
This process ensures that only qualified candidates aligned with the province’s labour market needs are selected.
2025 Nomination Limitations
Like many provinces, Manitoba has been impacted by reduced federal allocations for PNP nominations in 2025. The province has a total of 4,750 nomination slots this year—significantly lower than in previous years.
However, some provinces, such as Newfoundland and Labrador, have successfully negotiated increased allocations through federal discussions. Manitoba may explore similar options to meet growing labour market demands.
What This Means for Candidates and Employers If you are a foreign worker interested in Manitoba’s Skilled Worker Overseas stream, connecting with an eligible Manitoba employer participating in a strategic recruitment initiative could significantly boost your chances.
Employers seeking to hire international talent should ensure they follow the proper recruitment process and meet MPNP requirements to nominate candidates under this stream.
