Canada Immigration Weekly Update | October 21, 2026
Immigration, Refugees and Citizenship Canada (IRCC) has announced significant upcoming changes to Express Entry. Here are the key developments and what prospective permanent residence applicants should review.
1. New Express Entry CRS rules begin November 3, 2026
IRCC announced on October 16 that it will introduce a new Labour Market Integration factor under the Comprehensive Ranking System (CRS). Certain candidates with eligible Canadian work experience or qualifying job offers in high-wage occupations may receive additional points. High-wage occupations include certain positions in engineering, health care, technology, education and skilled trades.
For qualifying job offers, the new points will depend on the occupation’s wage classification: 50 points for occupations at least 1.3 times the national median wage, 70 points at least 1.5 times, or 100 points at least twice the median wage. These wage thresholds concern the occupation’s classification, not simply a candidate’s own salary.
2. Important changes to LMIA requirements for qualifying job offers
From November 3, an LMIA will no longer be required for certain qualifying Express Entry job offers for CRS points. An LMIA will not itself provide additional CRS points. A job offer must still satisfy the applicable eligibility and genuineness requirements. This change does not eliminate LMIAs from the wider temporary foreign worker system.
3. Existing profiles will be recalculated
IRCC says it will recalculate CRS points for existing profiles after the changes take effect; this may take up to two weeks. Invitation rounds will be paused during that recalculation period. Candidates with potentially eligible job offers should check their Express Entry profiles for complete and accurate information before November 3.
4. Latest Express Entry invitation round
On October 16, 2026, IRCC invited 5,000 candidates in a French-language proficiency category-based round. The CRS cut-off was 435. A category-specific threshold does not guarantee that the same score will qualify in a future draw.
What should applicants do now?
- Review your current CRS score and the information in your Express Entry profile.
- Verify whether your occupation and Canadian work experience or job offer could qualify under the announced rules.
- Ensure employment and job offer documentation is accurate and up to date.
- Monitor IRCC announcements and assess eligibility before making changes or immigration decisions.
